Lists and ingestion
The list and ingestion management tab: the three buttons, the list table, and the Criar nova lista dialog. How a list is created and how it gets contacts.

The Gestão de listas & ingestão (list and ingestion management) tab manages the newsletter contact lists. A list is a name and a set of email addresses: content criteria, filters, and send times belong to the campaign, not to the list.
The Bases de contatos (contact bases) card has the subtitle "Gerencie suas listas de distribuição e ingestão de leads." (manage your distribution lists and lead ingestion) and three buttons: Ver script de captura (view capture script), + Criar lista (create list), and Importar contatos (import contacts). The table has the Nome da lista (list name), Estado (state), and Ações (actions) columns.
Create a list
The + Criar lista button opens the Criar nova lista (create new list) dialog, with a single field, Nome da lista, and the Cancelar (cancel) and Criar lista buttons. The list is created empty.
How the list receives contacts

List that stays empty
If the capture form is on the site and the list still has no contacts, the site's domain is not in Domínios permitidos (allowed domains), in Administration. The script dialog shows this warning in a yellow banner. The case is described in Troubleshooting.
